Some comments are attached below. Let me add that I'm sorry to reject this; I've talked to you about this project, and think it's pretty exciting. But you fail to convey why it's interesting in the paper, starting with the excessively long title, which is all over the place. But, I can't understand at the present stage that what the author constructs is substantially important (though the introduction says that a motivation is the Kashiwara-Vergne conjecture and the Drinfeld associator).
