Dear Dror,

Regrettably the editorial board of Quantum Topology, based on the
recommendation of the referee, has decided not to accept your paper

for publication in Quantum Topology.

Some comments are attached below. Let me add that I'm sorry to reject
this; I've talked to you about this project, and think it's pretty
exciting. But you fail to convey why it's interesting in the paper,
starting with the excessively long title, which is all over the place.

I feel that the paper looks challenging, and the author constructs
something very new. But, I can't understand at the present stage that
what the author constructs is substantially important (though the
introduction says that a motivation is the Kashiwara-Vergne conjecture
and the Drinfeld associator).
